2. Measuring success

Monitoring and Evaluation

Once your funded facility is open, we are keen to know what success your project is having in meeting the aims and objectives as outlined in your application. This allows us to have a clear understanding if the grants we awarded are delivering what they set out to achieve, and also enables us to measure the overall impact of the Foundation.

It is also good practice for you to have a clear idea of the success of your project, as this helps you to identify areas that you could improve on and highlight those areas that you have been successful in. As such, we recommend that you set up appropriate monitoring and evaluation (M&E) systems to allow you to do this and help aid the development of your project.

The Foundation asks successful applicants to complete an annual M&E survey at the end of each season, and to do so over the period of your grant agreement.

The survey has been developed using Upshot – a new online management system developed by the Foundation – to improve the user experience when providing this information.

The Upshot M&E survey collects detailed participation, workforce and football development details which provide an overview of how your project is delivering against expected outcomes. It also allows you to indicate the sustainability of your project and provide qualitative information about key areas of the project in greater detail.

The survey asks for detailed information about the activity that has taken place at the funded site during the previous season. As such, it is important that you have in place appropriate means of capturing the following information so you can feed this back to us:

  • Teams - Details of all teams that use your site on a regular basis, including the breakdown of players, number of times it played and the organisation it is part of
  • Hours and Charges - Number of hours per day the site is open, and how many hours the site is in use, plus hire charges to use the facilities
  • Ethnicity and Workforce - Estimate of the ethnic breakdown of players at your site, plus details of coaches and volunteers that help deliver activity.
  • Project Development – Details of how your project has developed against the Football Development Plan plus an indication of how sustainable your project is
  • Facilities - Up-to-date details of the different facilities at your site
  • Finance - Details of the sites income and expenditure and sinking fund


By doing this, it will make it easier for you to provide this information to us when we ask for it and also allows you to measure the activity that is taking place at your site, so you can develop your plans based on this information.

The information you provide is used to demonstrate to our funders (the Premier League, FA, and Government, via Sport England) that the projects we fund are making a positive impact, which in turn helps us to make a case for continued funding in the future.  Your data provided is collated and analysed to produce various reports, enables the identification of notable trends and helps us to learn lessons from projects we have funded. It also allows us to see how your project is achieving against your original targets. 

At the end of every year, the Foundation produces an annual M&E Report which outlines in detail the impact that funded projects have made in that year. The information you provide is crucial is enabling us to produce this report, and allow us to show the impact that Foundation funding has achieved.

We understand and appreciate that it takes time to make this information available to us. It is though, a crucial part of helping us to invest our funds in the most effective way possible. Monitoring and Evaluation is an essential part of the grant giving process and it is important that all grantees complete the survey within the deadline. The completion of the M&E survey is compulsory as set out in the terms and conditions of our grant, and failure to do so must be viewed as a breach of the conditions of grant aid.
